What is TI SBP0400 ?

My last find is soviet flat ceramic chip К582ИК2

One russian reference manual points that it's a 4-bit I2L TI SBP0400 clone.
What is SBP0400 ? Is it BSP ?

It`s a 4-bit bit slice processor
