The 6502 was released September 1975 the 1802 was early 1976 so technically the 6502 came out before.

however, the 1802 was a single chip version of the 1801, which came out in early 1975 so the architecture (and thus programming) for the COSMAC pre-dates the 6502

To add confusion, the 6502 is really just a 6501 with a different pin-out, the 6501 came out shortly after the 1801 so for all intents and purposes they are the same age.
