I just got my first mil spec chip and its coated in a hard clear coating. Is it possible to remove this without damaging this chip?

I've had some success with a product here called "Goo Gone Xtreme Remover", contains Toluene, Acetone and Methanol. Brake cleaner should work, "Green" (non chlorinated) version. Obviously test it first. If you use any of these types of chemicals make sure the area is well ventilated. And, no smoking. Yes make SURE it is the non chlorinated version, the other kind will take some of the gold plating off of the legs if it gets on them.

Having used the chlorinated (TetraChloroethylene usually) version I have not encountered this.

It does however not clean as well as the non-chlorinated
