Should I consider to upgrade my CPU or not ?

My system is running on intel pentium four 3.0 GHz with 512MB DDR400 RAM. The only activity is just web surfing. Do you think it is advisable to upgrade my computer to AMD phenom quad-core 900E (2.4 GHz)? I used to open-up one I.E. window with one single TAB almost all the time. Would there be any significant improvement on speeding up web surfing ? OR, it would be more appropriate to add-on 1GB DDR400 RAM on my existing computer ? Thank you very much. Add 1gb of ram.

Costs less. Unless you want to have a new machine, in that case give us your budget.

May I rephrase my question as I want to ensure my CPU’s speed performance under a particular situation.
In normal case, when there is only one I.E window is opened and being interactive with java script application, would the performance speed of intel Pentium 4 3.0 GHz with 512 MB DDR400 ram would run faster than  an AMD phenom quad-core 900E (2.4 GHz)?

I'm no expert, but my guess is that the AMD would be (much) faster
The P4 is netburst and frankly, netburst has very crappy performance per clocktick.
Adding more ram would definately help in browsing, especially when you start having multiple windows/tabs open at the same time.
512 really isn't enough nowdays

I rephrase too, if you want to have a Phenom, you must change the following:

motherboard
ram
cpu

power unit (psu)

maybe case
----

300$ at least if you go on a tight budget and get the must inexpensive stuff.

You can't just pop in a new cpu in your current board.

So, yes, a Phenom would bring better performance, but at a cost.

You'll probably notice a bigger speed jump if you upgrade your hard drive.
The newer HD are way faster than the ones from 5-6 years ago.
