laptop wont throttle down

i have a sony fj270/b

love the laptop for what i need it for, but it always runs hot and loud Sad
i know its supposed to throttle down when its not under a lot of load and it used to aswell so it on idle be (933mhz @ 133x7) and under load it would be (1863mhz @ 133x14). but even on idle its always at full speed

core vid - 1.308v (im assuming should be lower and lower speed)
spec - intel (R) pentium (R) m processor 1.86ghz

not that i claim something, but have you aver considered updating software part :

BIOS Update Utility 08/02/2006 R0140X6 1.01 MB
This utility updates the BIOS to version R0140X6 and provides the following benefits:
Improves thermal fan control.
Resolves an issue where the VAIOŽ startup sound is too loud.
Resolves an issue where it is not possible to perform a System Recovery due to the computer's DMI information disappearing. The computer will display an error message indicating that the software is not for the computer.

if you already have the best and latest, than you might consider checking versions of :
Notebook Control and Utilities
System Components

ADDED: throttling of cpu and fan speed is only inderectly related.

i did try this before, and i just tried it again to make sure, and everything i try to install says i have the current version for everything. Sad

maybe fresh thermal paste and compressed air will make it better then...

well i assume i need new paste but ive cleaned it up a bit, thing is it just wont throttle down which is why it runs hot

one thing i noticed is that when i use the battery instead of leave it plugged in, it throttles down when on idle like it normally should, and runs quite a lot cooler because of this.

i just want to fix the throttle down thingy so it runs cooler and quiet again since im rarley using programs to put it under load

- this tells me thare is a POWER PROFILE that specifies that laptop must run FULL POWER when connected to outlet, sony daoes have such software and if you have installed all supported software from sony website try to find it either on your taskbar or in program files and change the option, otherwise it should be in windows OS power options.

"Vista introduces the term "Power Plan" and by default it uses the Balanced plan, which allows the CPU to throttle down when the system is idle. If wanting to disable the throttling (not recommended) then one can change to "High performance" plan via Power Options in the Control Panel.
If changing to the power plan called "Power Saver", then it will tell Vista that the CPU should at maximum only run at half-speed."

basically vaio power options are essentially same stuff just a different layout.

no im serious, either im blind or just plain stupid with this but i honestly can not find it, ive already formatted to fix this and re installed every possible software i could find on net for this thing

and i have no such options in my bios to where i can change anything besides boot sequence
