IBM ThinkCentre not recognizes CPU 3.6GHz only with 2.8GHz

Hello forum members.
Wanted to quickly introduce myself only, am new here in this forum and have 10 years experience with IBM ThinkPad and ThinkCentre. Unfortunately, I am now at my limits because I know only to BIOS F1 & F12.
Very briefly, since it may be too extensive.
I have an IBM ThinkCentre 8104-CTO, including Intel P4 / 640 / 3.2GHz / 800MHz FSB / 84W to I swapped an Intel P4 / 660 / 3.6GHz / 800MHz / 115W. This is, however, detected only with 2.8GHz.

CPU Takt 2793.0 MHz (Original: 3600 MHz)
CPU Multiplikator 14x
CPU FSB 199.5 MHz (Original: 200 MHz)
Speicherbus 266.0 MHz
DRAM:FSB Verhältnis 8:6

What's wrong, I cannot say I've been locking in to it for weeks.
Normal is the multiplier of a 3.6GHz x 18 and 3.2GHz in x 16 and they come from the same family.
In the IBM data are the CPU's just to 3.4GHz 84W x17 Multiplier the 3.6 is not stated whether the to the power supply is the only max. 225Watt.
I cannot say for certain, because I lack here the experience, since many facts import, because the CPU cannot over clocking.
My TC will be used exclusively for office applications, XPpro, W7 Ultimate, MS Office Enterprise, Net-Framework, Adobe [all applications], AVG, Paragon, etc. So no need for i7.
Hope that a member may have to help me, even more data and can still provide information.

I believe that CPU supports some sort of speedstep (lowering multiplier). Try to put some load on the CPU, and the multiplier should go up. Run this little proggie for each core/thread your cpu has to put it to 100% usage.

Thank you for your respond.
Nice program but I don’t know it and I am scared it will fry the Mobo or the CPU. [We got here ~40C]
I done a tests with Intel Programs from there Site, and Everest_AIDA64 Benchmark and the CPU will not move over 2.8GHz under extreme Stress.
Further I used the MS-Calculator with a 15 Digit Number and then N!
This puts extreme power on the CPU.
Is there some got experience with the program?

- how did those programs identify cpu ? under cpu details?
also you might wanna try CPU-Z from here:

usually for IBMs it is relatively easy to find out what cpus mobos support -they have bunch of manuals on site. Have you looked at SERVICE AND MAINTANCE MANUAL?

--> so it looks like mobo wont take 660... at least in initial config, see if they have bios upgrades with support of that cpu, that would not be all though, there are other factors on mobo that may be limiting cpu support.
