I need to know what is the best (after-market) heatsink and fan to use on an upgrade I want to do. I will be installing an amd athlon 64 x2 4600+ socket 939 from an amd athlon 84 3800+socket 939.I'm not sure if the 4600 has a different air flow and so on

The best after-market heatsinks may cost more than $50. If you're not going to overclock the processor, then stock AMD heatsink, designed for 125W CPUs, should be sufficient. Here is one, as an example:
