top one is a Western Digital Encryption Device that looks very much like an eprom with a plastic covering over the window. it also looks similar from underneath. looks to be a plastic chip not ceramic so a bit thinner than a ceramic eprom. Interesting to note when I was looking up the data sheet that it stated not to be shipped outside the USA without authority as I have several of these.
The C8395-90 appears to be either a microcontroller or a microcontroller support chip. It's the only one I have of these so wondering if it's uncommon or not.
