Please help me identify these two Intel chips. I got the both from eBay but the seller removed the covers to save weight. I got them later anyway, but what cover belongs to what CPU?

Looking at datecodes on the boards, the top board (98/45) belongs to the top cover (98/4 . The bottom board (98/23) belongs with the bottom cover (98/2.
