New Processor Install?

Hi! I'm a newbie in this site and I want to ask some advice. I want to upgrade my current processor (90nm 2.8Ghz Pentium 4 511 Prescott) of my board (Asus P5PE-VM) to a much more faster 65nm Cedarmill 3.4Ghz Pentium 4 651. This is the only upgrade path I can do coz Conroe based Core 2 Duos are quite expensive on the web right now and this is the only one I can afford. Can I install it right away without doing some BIOS tweaks whatsoever? Do I need to reformat the hard drive? Since its TDP is much lower at 65W,(compared to 84W Prescott) does it consume more power because of its higher clock speed? Any answer shall be appreciated. Thanks!

You should be able to just install the processor then run Windows without needing to install again. It's usually only a motherboard upgrade that may need the OS reinstalling.
