I wasn't too concerned about the safety since I saw the post here:

Guess what? I have never received the chip and now I am going through Paypal dispute. I am worried because it's about to pass the 30 days deadline. If the paypal doesn't refund my money. Is it possible to dispute the transaction with my CC company?
What would Paypal do?

I think paypal gives 45 days
I would open a dispute in Paypal. They do good work at settling them.
I have had to use this a couple times, all succesfully. _________________ New for 2025! The CPU Shack has a co-processor!

Paypal gives 30 day after payement.
So you have to do it soon !

Paypal is HORRIBLE at disputing claims. They cheat you. If you paid with your CC, you're one hell of a lucky guy! Just call the CC company up and tell them, you will get your money back WITHOUT having to deal with paypal!
Paypal are such scumbags they actually encourage you to pay from your paypal cash funds or bank funds, since paypal is the holder of the money, they can play tricks with you. I've lost over $3000 because of paypal in cases from being a seller and being the buyer, even when my ebay feedback is far superior to the person Im dealing with.
A good example:
I sold a printer to a woman in Canada. She filed a claim after 1 1/2 weeks saying she didnt get the printer. Paypal refunded her money(Meaning paypal TOOK money from my account and gave it back to her), then a few days later she received the printer. We called paypal and showed the UPS tracking number so we can get our money back and then we called the woman who also agreed to call paypal.
NOW, the woman sent proof that paypal took the money from her account (to send back to us), but we didn't receive any money. AND paypal claims that they didn't take any money from her, so now the money is supposedly completely lost, but we know who actually took it.

Hi,
I had a dispute once, payed $300 but the goods were never send. I contacted PayPal and my money was refunded.
So, no problems for me.

Chipcollector is correct! If the guy who rips you off takes the money out of his account then you are screwed! I have been ripped off about four times for well over $2,000 and I have not once gotten any of my money back. Two of the times they told me that they suspended the other persons account but that is all I got.
I just got ripped off by Ebay name: "hi-tech-components" who got over $450 from me after the sale. I complained to Ebay and Paypal and they suspended his accounts but I am getting no money back.
All you who got your money back are lucky!
If you used a credit card to pay then you should file through your credit card. They are normally only good for 30 days but you are more likely to get your money back!

I didn't have problems trading with him either.
It may not be just Chinese Mail that is slow. I recently bought one item from a seller in Canada. The item was shipped on December 1st by expedited Mail. I received the item on December 21 - three weeks after it was shipped! It wasn't the seller's fault, I suspect the item stuck for a couple of weeks at customs. So, my advice to nikko - wait a few days if you can.

In the ordinary circumstances, accepts stretches across Pacific Ocean the mail, so long as two weeks time. But I mail wrap to US, in the most situations all takes above 2 weeks.
I must acknowledge -- the Chinese postal service efficiency is very low.  |

well paypal would refund your money to your credit card paypal undoubtedly has to bow down to your credit card company, they would give your account a negative balance up to and including the amount that was withdrawn by your cc, and come after you for the money, if you don't pay your paypal account would be 'restricted' and you would be suspended from using paypal.

I HATE PAYPAL DISPUTING CLAIMS... GRRR
I deliver al products that I sell through all 5 of my accounts.. hehe but in the last 6 months I must have had over £200 refuned!!! |

heres how it goes down, from the perspective of someone whos worked at paypal (although they fired me for posting on a website while at home... )
anyhow, the moment someone files a dispute against you, paypal holds the funds.. this appears in your account as the money being taken out.. youll see this as 'hold', and your balance will go down.. it may even go negative if you dont have enough in there to cover it.
if it goes negative, beware that paypal WILL recover that negative balance at the first opportunity.
for example, you have $10 in your paypal account, and someone files a dispute against you for $20 they sent you. you're now -$10.
then you send a payment to someone for $5. your credit card or bank is actually charged $15, to recover that $10. be careful here.. say for example, you had $8 in your bank, so you know you can cover the $5 you sent, but you cant cover the $15 paypal goes for. now youve got probably $30 of NSF fees from your bank, and its a huge mess. thanks paypal!
anyhow, im getting off topic here.. you have 45 days to file a dispute, but trust me, unless it behooves paypal to find in your favor, they will NOT. for example, if paypal believes the losing party will file a chargeback with their cc issuer, then paypal would lose that money, since both you and the original sender would get their money back. paypal then will NOT give you your money back.
if someone sends you a payment, and paypal takes it back from you, theres nothing you can do. theres no one for you to file a chargeback with, etc. most of the time in this case youll end up losing your money.
the sad truth is that even if you have the money in your hands, paypal can make your account go negative, and the next time you use it, they'll get that money back like i mentioned above. in that case its best to just leave the account..
paypal seriously sucks ass > ive seen so much horrible shit working for them that i barely use it anymore. unfortunately, it really is the fastest way, but you take a hell of a chance as a seller. great for being a buyer though! you're almost never going to get screwed as a buyer. |

Wrong.... I was threatened with legal action by paypal for my account going negative. (I had to quickly start selling more gear to top it back up to £0. And all the time I SWEAR I had done nothing wrong, was just being taken for a ride by ebay scammers.
