seems that the producer is CIC

I still suspect they are to do with the Inautec group.. possibly early marking / logo for Itautec Componentes S/A
or Itaucam - Itautec Componentes da Amazônia S/A

lot of MCUs with CIC part numbers listed on South Americian IC websites
common items for automated bank teller machines
CIC parts seem to be 1984 - 1988 (all appear to be obvious remarks)
IC parts don't start until 1988/89
