can DELL Inspiron Pentium(R) Dual-Core CPU T4300 @ 2.1GHZ be swapped with Samsung np300 Intel(R) Celeron(R) CPU B815 @ 1.60GHz

No. The T4300 fits socket P, and the B815 requires different socket (socket G2).
