Its some kind of dsp ,,,,, not real cpu but very nice looking chip im was have one like this before i liquify my collection ...
Note sure about rare or not ..but u cant find easy this on a scrap yard |

Seems to be a DSP56001 (Prequalification reference XSP) @ 20MHz.
The ZL letters are the designation of this unusual White CLCC package.
