i3 3227U 1.9ghz vs i3-3110M 2.4GHz 2.4GHz

Hello everyone,

I am thinking of buying a laptop, but my budget is limited. So i can buy one with 3227U and AMD Radeon HD 8730 2GB DDR3 and i3-3110M 2.4GHz NVIDIA GeForce GT 720M (N14M-GE) 2GB.

So my question is i3 3227U worse than the other i3? In other words, is 1.9 vs 2.4 big difference? I know it is a bit slower, but its power consumption is 17 w, and the other one is 35. I will use this laptop for working (typing), internet, multimedia and sometimes amateur usage of Photoshop CS, when i edit some photos for my own use, but i like to play world of tanks, so i wonder should this be sufficient?
