One buyer bought 3 items form my ebay last month, and just left “Neutral” feedbacks for me.
I tried my best to deal every transaction of ebay, and can not understand what he mean.
I sent message to him and ask why, he said, the shipping is long, and suggest me to say the shipping period is one month in sale link!
But in fact, the shipping period for his parcel is about 3 weeks, and I DO mention it would takes 2-4 weeks for parcel to arrive for different country.
He might think it is shipping within US, so need less than 1 week.,.. but it is international shipping......
He said you can change or remove the current feedback,
Does anybody know how to do that?

Because the buyer didn't leave a reason in the feedback, I doubt that the feedback will be removed. It never hurts to try to remove it, though. Here is a link to the feedback removal page on ebay.com, it may not work for non-US accounts:

I tried your method and it works quite well, and also it works for non-US account, although only have 5 chances per year to remove/change feedbak:)
Now, the neutral feedback removed and changed to positive.
