Photoshop divide fusion - we can clearly see the missing pins on the empty package.

Looks like it's not an overdrive finally. Similar to a standard ceramic MMX Socket 7.

Got it ! It's a P6 overdrive for Socket 7 motherboard Very Happy

as far as my research goes.. it was the initial development package for socket 5/7 Non MMX Overdrives
and Intel determined they needed the extra pins for power/grounding, so added the extra rows on the other 2 sides after this
