Sorry for our US-users, but my opinion is: Paypal is a typical US-thing. It's full of disposal! I've had some claims from 'clowns' wanting their money back without reason. So I thought a bit and YES there is a way to avoid loosing money on Paypal... I won ALL hassles icon_dance

i dont know how it is in other parts of the world, but in north america (not just the US) people often return things when they find them to be less than they hoped for.. or even just when theyre done with them.

for example, going to circuit city and buying a new 8 port switch, using it at a lan party, and returning it when youre done with it..

so its not surprising when people try to get their money back through paypal, especially if they can keep what you sent them.

paypal is convenient, and thats the cost of that convenience; not having to go to the bank to cash a money order that took 2-3 weeks to arrive by mail.

Sorry for getting back to this so late. Everything has been sorted out about 3 weeks ago. Actually my friend finally did received the CPUs and he had to phone Paypal three times to get this matter solved. Also, thx to popo for letting me know the situation.

Paypal charge the seller a fee when they process claims ( result either way! paypal make money!!!) .
I think its £7.50 here int he Uk, so $20 sounds right.

Haven't really read this thread before, but from what i have read here i think your dispute is very unfair against wuhao and caused him alot of trouble...

Nikko, just so i get this right:

You buy chips from China (half around the world).

Get it shipped whit regular (untrackable, uninsured airmail) to you.

After 30 days and you have not recieved the chips.
Wuhao is online here, and respond to your messages. Several users states they have done good business with him.

And regardless of known shippingtimes from China you file a dispute with paypal.

Wuhao get his Paypal suspended and can not continue his business.

You get money back.

Chips arrive.

You refund the money to whuao

Whuao loses $20 because of you

/T
