Probably an FPGA of some sort
1FH is actually a manufacturer code, Atmel, apparently incase one couldn't read the 'Atmel'? lol

Its IFH not 1FH... I think also to an FPGA but custom made..

I have emailed the seller and he told me that this chip was in a box with written "Bull chips" on it.
