ECL would makes sense since it typically runs very hot.

I say it is the following
It is an MCC (Multi Chip Carrier) with 42 LSI's (Large Scale Intregration) that are ELC (Emitter Coupled Logic) as Used in FACOM Mainframes.


Does that Make it a Processor???

BTW the Dimensions of the board are Aproximately 190mm square (7.5 inches)
