FWIW I ended up not buying the card because the seller and I couldn't find a payment method that is accessible to me and which he accepts.

I only have Skrill and an european account BIC/IBAN and cashinging US cheques is too expensive. It is better to send bank notes in an envelope in this case, as Skrill doesnt want to open an account for aliens and I dont like Paypal. If I open an account each time they block it because I need to pay my trading partners with time Ill be the worlds most wanted terrorist. Alipay only is good for if you trade in Taobao and not if you use Aliexpress and he doesnt and the russian people "Yandex" are even more crazy and want a notary certified paper, that I am me for sure - after sending money to their "payment system" of course, so that they can keep it, but it makes no sense for me as I dont have business volumes like that.
