I had a couple of these things come in and I am wondering what they are.
Each pin can be pushed down individually and pops back up when released.
It looks like an old IBM part number on them of 8150688 but I didn't
get any hits Googling that number though.

Any ideas??

Looks like an adapter form PGA to LGA, perhaps for testing

It is 3.5" tall and 4.5" wide. Maybe a little over an inch high
from the top of the pins to the bottom as they rest on the table.

Have you ever seen one before. It was odd, so I bartered for it. Laughing

Looks very similar to the reader assembly that was used in the Hickok Cardmatic tube testers

I'm guessing it was from some sort of a punch card reader assembly.

Interesting. The one you show has more vertical rows but the same
eleven rows from left to right.

Pins that pop up and down with internal springs are called "pogo pins" or "spring pins" -- and are often used to test materials where hundreds or thousands of boards or chips or connector circuits are tested before that item is moved on to the next step in manufacture.
