Today I don't see special characters in my unicode standard. Instead of them I see question marks. It is problem with my configuration or someone else have it too ?

Same effect here.
It started around the time I updated Firefox to version 69.0, so I first thought this was the cause. But I just tried it with Google Chrome and the effect is also there.

Seeing this in firefox as well.

Seems to be most common with apostrophes.

Looks like old encoding that may not be compatible to newer browser. With IE11, it has both Western European (Windows) and Unicode (UTF-8) encoding.

https://en.wikipedia.org/wiki/Windows_code_page
https://en.wikipedia.org/wiki/UTF-8

I have same problem using the Microsoft Edge browser when viewing an older message (more than 10 years old).

Two days ago I upgraded a few things on the server, including Apache web server and PHP. I doubt that the problem is caused by different Apache version, but it's quite possible that it's due to newer PHP. I'll look into it.

Do you have a link to a page where I can see that behavior?

I'm seeing it on a couple of posts in http://www.cpu-world.com/forum/viewtopic.php?t=31081&start=0

Not seeing it everywhere yet though

Thanks, that was very helpful.

I changed PHP configuration. Now the page shows correct special characters for me. Please see if it works for you.

There is a change but now instead of right special characters I see some other characters like : ¿, ¶, ³, ± ...
It looks like polish template lost ISO 8859-2 standard. I don't know what other europeans see.
Also I'm still not seeing "Profile" configuration site.
