Anyone knows why the fee is so big when i send the money to xiaoyanxu:

You'll send 23,91 RON
Fee 19,07 RON
You'll pay 42,98 RON
xx_xx @ xxx. com will get 5,29 USD ?

Yes it is normal for friends/gift option. Add fees manual like seller states for example 5%.

Marcin (EDIT: was Robev and its pinned ol cleary I need my coffee still) I think posted a table a while back that helps show when sending via friend is ok vs just paying the fee

Also if you do the currency conversion manually first, its cheaper

i have 2 options: friend with that huge fee, and the second when seller pays the free... i cant enter manually any fee

You can use second option and add 5%+0.5 (maximum possible fees I believe) to the total.

i got it now... instead of sending like 5 eur, i send lets say 7 and the seller will pay the fee....

Unless you use ChipPay for multiple small payments instead of using PayPal multiple times, it actually costs more to use ChipPay.
As there is a ~5% fee when crediting the account + the 2% from ChipPay, you actually pay ~7% of fee when using ChipPay if the amount is >= $5
