This is an European forgotten CPU
AEG-Telefunken CP 3-F

I thinking pic1 is the CPU and pic2 ROM/RAM, they come from a dead Olympia CP162 the same machine you can see on pic3, with a description of the CPU and processor card on a 1977 electronic magazine.
Here http://www.cpu-world.com/forum/viewtopic.php?t=34632 was ipotized it can be a AEG-Telefunken version of the General Instruments LP-8000/SGS-Ates M380 but I don't belive that because on pic4 you can see there are all two with different features.
