Initially listed as RTX1760-PGA here I decided to do a little research (and very glad I did!) about this chip.
The C-MAC RTM1760-PGA is a little MCM terminal controler for Military MIL-STD-1760 or MIL-STD-1553 data bus commonly seen in Military Aircraft.
This one in particular has 4K x 16 internal RAM and dual-redundant encoder/decoders.
