Without a screenshot, I'd be skeptical. I would want evidence that it's a BL3. Without a screenshot of a CPUID app, it could be one of several possible chips.

Ceramic package (CQFP, vs PQFP) though, so not a AMD, really does lend itself to a IBM

It looks like someone desoldered IBM 486BL3 from motherboard and soldered it on the adapter from AMD 386 DX PLCC chip.

Aren't the BL3s 3.3V? thus its running at 5V? (they may be 5V tolerant but don't know for sure)

BL3s are 3.3 but it's not a problem here, it has voltage converter on the back side (on the first photo).
There were commercial 386 upgrades with BL3, but they are usually have larger board, like this:

Oh wait, it's not an actual photo, actial device is much simpler and is unlikely can have BL3 without additional logic glue.

There is no voltage regulator on actual item, only on example picture. Before I started collecting, I run 3.3V 486 chips at 5V, it did not destroy them even with overclocking.

I bet the CPU is not even rated for 100MHz. It's probably a -75 or -60 overclocked to 100.

I know IBM did announce a 100MHz part, but I am skeptical that it was actually produced. Ever BL chip I've ever seen was either a -60 or -75. Evergreen sold a 100MHz upgrade, but I've only ever seen those with heatsinks so they're likely overclocked.

I picked up the same Jaton AMD 386DX QFP-to-PGA from CPUshack and am considering soldering on a BL3-75 to see how well it works at 5V and 100 Mhz.

However, I know who bought the item in that eBay listing, so if my next AVICC ship date is later than the buyer's test date, I'll just let the buyer do all the work.
