IOSS for VAT in the European Union

I'm about to import a box of old mobos and video cards from Japan to the EU, and the marketplace asks me for an IOSS number, so they can charge me the VAT and pay it in advance. Not much, about 10 euro. It makes processing by the customs much faster and spares me of their handling fee which may be higher than actual VAT I have to pay. Since I'm outside of the EU, though still in Europe, I cannot apply for it because only EU residents can. There are intermediaries who can provide IOSS for non-residents, but they charge horrible fees like 50 euro every month.

Is there anyone who can help me out by sharing his IOSS? It's just for paperwork, no need to receive the actual box, I can handle it.

IOSS Numbers are for companies who like Amazon & co. I have a company, but much smaller - i dont have an IOSS number.
