The black heatspreader is plastic, not metal
The package is marked ISIPKG.COM which is Interconnect Systems Inc.
Other markings: PETAN494V-0

There is another similar unit with markings: Di -5M 94V-0 2908-01

Imho it's not a termal test unit - it needs to be exactly the same
in the terms of termal conduction as regular cpu.
Plastic HS is obviously not matches with metal one.
It might be some sort of socket tester.

Apologies for necro-ing this thread, but I recently got hold of a very similar one labelled Di-5M 94V-0 1309-06 and I feel like it's worth answering this for anyone else who comes across one of these in the future...

After doing a lot of digging, I came across a listing for one of these chips and from that I got a part number.

It's a "Sun HyperTransport Termination Adapter" for the Sun Fire X4140 Server. It's a dual socket server, and is intended to be installed in one of the sockets if only one socket is populated, presumably to allow some board features in dual CPU operation to work in only single CPU operation. The Sun P/N is 371-2481.

(Also, the heatspreader is anodised aluminium, not plastic btw)
