OK, but the 3520 has 2.9 GHz and the 3540 has 3 GHz. And the one described and checked in the BIOS has 2.3GHz. Could it be 3610QM??

If it's an ES and not a QS (impossible to tell with just a Qspec) it can have any clockspeed, not just one that matches a retail model.

What Phi SKU is this Qspec for? P1640? Or something else?
I've not seen QCL2 before.

Specific Thermal Test chip. Ivy Bridge ES2, 45W TDP like i7s but only 2C, 2.3/2.6GHz and 3MB L3 (so lower specs than i5s).

Hard to tell from that pic but the first chip looks like it might be QEVS to me?

I think you must be right.
As far as I can tell, no LGA2011 CPU Qspecs have a 5 as their second digit, so it must be QEVS.
