Ok, not an upgrade chip as I first though , now that I can see the top. It is an adaptor board, that chip sticking out on the side is a voltage regulator. Its an adjustable voltage regulator 2.85V - 3.3V 3.6V .. etc.
Those jumpers can change the voltage depending on the chip you use. AMD clocked doubled chips run at 3/3.3V instead of Intel chips running at 5V.
That adaptor is used on motherboards that do not have voltage jumpers directly on the motherboard.
