Mobile P4 in a Desktop P4 board

I know they work fine in most desktop boards.
But how do you get them to run at full speed?
for example I have several customers who have purchased 3.06GHz mobiles, but in a desktop machine they run at 1.6?
gotta be some way around this.

They're probably running in speedstep mode. Try to run something else in background (a game), and see if CPU-Z will report different speed.

is there a way to disable speedstep in software?

See if you can disable it in BIOS. You may need to disable it in Windows too:
