Yes it is strange because it is PQFP-132 like 386DX or EX.
Usually all 486SX (or SL) PQFP are PQFP-196...
Maybe is it an early 486 PQFP, not SL Enhanced (less pins needed)

This 486SX has 132 pins just the same like the NG80386DX, but I think the definition of pins of them are difference.

My KU80386SL-20 is PQFP-196 too.

Yes, I think that all SL Enhanced (386 or 486) cpus are PQFP-196, because it requires more pins for SL features, than usual.
But what is interesting is that 486SX PGA are 168 pins. So, a lot of pins are missing in case of PQFP-132 486SX...
Usually, PQFP have the same or higher pins than PGA models. Never less, until you show your cpu.
