I cant open it since several days before. what's wrong with it?

I have moved the domain to new DNS servers a couple of days ago but since it points at the same IP-adress there should be no change for you. (If your provider does everything right) If you do a nslookup or dig on www.cpuphotolibrary.com what do you get then? (start --> run--> cmd --> nslookup www.cpuphotolibrary.com) I have checked from 5 different ISP:s both in Sweden and US, everything looks good.
It should say something like:
[root@4004 ~]# nslookup www.cpuphotolibrary.com
Server: 206.123.64.245
Address: 206.123.64.245#53

If you have access to DIG it should say

Seems like your DNS does not resolve the domain. Nothing i can do about. Perhaps DNS changes are slower in China? takes a while for them to be loaded into the filters/routers their. _________________ New for 2025! The CPU Shack has a co-processor!

Ok. Still nothing i can do about it. I have the same amount of visitors every day so its working for every one else i think. Any other Chinese users having problem connecting?
Direct IP access to the site it self is not possible because im hosting more than one site on that IP. However you should be able to see the default cPanel and Apache frontpage. The text should start with "Great Success !
Apache is working on your cPanel® and WHM™ Server"
If you go by ip, what happens? Timeout? If you do a traceroute where does it end?

Here's the mistake
10.0.0.0/8 (including 10.1.249.216) is for private network (f.e. local network of a company) and can't be routed through the internet.
which Nameserver do you use (try "ipconfig /all" and look for "DNS-Server")?
or maybe a static entry in your local hosts-file (look into C:\WINDOWS\system32\drivers\etc\host)
The normal answer should be:
H:\>ping www.chipdb.org

Again hugo, its is your ISP (or Chinese government censorship) that is blocking the site. It is not a technical error. I have lost all visitors ONLY from China since i moved to a new server/domain.
The problem is at your ISP, they can solve this. Why not ask them?
Edit: The 10.0.0.0 adress is probably because its behind some sort of proxy.
