Is your Vista a 32 or 64 Bit version?

An 32-Bit OS can address only 4 GB of memory.
Not only computer's RAM is counted as "memory" - the RAM of the video card is counted as memory too!

Most of onboard video cards have their own built-in RAM.
If your card has 256 MB built-in RAM and it uses another 256 MB from system's memory - there will be about 4096 - 256 - 256 = 3584 MB of computer's RAM avaliable.

Other devices (ex. NIC, modem, sound card) have also their own small RAMs / ROMs (address spaces). They count as "memory" too.
A sound card can allocate up to 32 MB. NIC, modem and other devices use about 2 - 8 MB each.

If you want to utilize all 4 GB of RAM you should use an 64-Bit OS.
