CPU-Z bug?

My CPU-Z shows that my C2D E4400 is running @ 1200MHz, and sometimes it jumps to 2000MHz for about 1 second and turns back to 1200MHz. Is this a bug or is it some kind of power saving feature of the CPU?

I dont have a C2D, but i think it is the "SpeedStep" technology. When the Core(s) are used, they switch to an other multiplier for a higher clock.

Tip: If you press alt+print screen you only capture the active window, not the whole screen.

I also have an E4400 and I can confirm it's Speedstep/Power-management doing this.
