I am ready to buy ten small chips from acpsurplus. I made offer and he acceptd my offer. But in the final invoice, he charged me $62.5 for shipping fee. .

Thats just plain crazy, have you questioned him on this, it should only cost few dollars to send it to you via first class mail. Maybe ten dollars if the package has some weight to it. Are you sure it isn't an eBay / PayPal bug?
Many months ago I listed a lot of chips on eBay. A buyer from France purchased 4 or 5 small chips from me.
Because of a wrong invoice sent by PP he paid me about 10 EUR more for the shipping! I sent him his surplus money together with the chips.
If your seller really charges that much for shipping, you should post the details in this warning thread:

I'm sure this A** will loose some of his clients.

Unfortunately there is no policy against excessive shipping fees. Many eBay sellers offer the goods for a small prices, and charge lot for the "combined" shipping.
The eBay fees can be considerably reduced in such a manner.  |

I have dealt with him before without any trouble, just try to message him first, altho when i messaged and emailed him i never got any responses, i had to call the number in California to get results, his name is Dave, i will say that once i got in touch with him he did take care of the problem i had on one purchase of many that ive done with him. Hi Hugo,
I also did some ebay things with him, eg. two buys within about 30 hours. In the second invoice (what included full shipping costs) i completely reduced the shipping cost to zero and asked to put both chips together, I got my chips in two packages though, plus positive feedback, everything went fine.
I just guess as he sells that much he has an automatic generation of the invoice and doesn't really care.
So ask or reduce yourself:-) |

Yes I read this so called "policy".

The big problem is that it's eBay's arbitrary decision whether the shipping fees are excessive or not. There are no standard guidelines.
According to the policy eBay will merely "consider" member reports. Just imagine eBay's decision in case of a PowerSeller who pays a lot of fees.
I know their answer because I contacted ePay a few times concerning this issue.
There are many other eBay "rules" followed by no one (eBay included). The shill bidding is an textbook example.
Theoretically it's not allowed, but eBay favours it by introducing these %&$§#*! masked bidder IDs !  |

i just win 4 chips from 4 ebay auction of a forum member
he charge me 30 USD for the postage totally (the individual international postage for each auction is pre-set as 5 or 8 USD)
i ask him for combination shipping and postage discount
he refuse
what can i say?
i feel bad
i hope he will ship them in 4 package otherwise i am considering to leave negative feedback for him.
