Got the eBay Developer Newsletter just now. Not sure if these have been posted?
These are scheduled to launch the week of May 19th for eBay.com and eBay Motors, and throughout the month for the rest of the international sites.
* Sellers may only leave positive feedback for buyers (at the seller's option).
* Members will receive credit for repeat Feedback (going back to 1996)
* We will base the Positive Feedback Percentage on the past 12 months of activity (and include neutral Feedback in the calculation)
* We will remove negative and neutral Feedback if a member is suspended, or when a buyer fails to respond to the Unpaid Item process.
* We'll block buyers from leaving negative or neutral Feedback for 7 days for active PowerSellers who have been on eBay for at least 12 months.
* Members can leave Feedback up to 60 days after a transaction (down from 90)
* We are introducing a new Buyer Requirement that will allow sellers to block bids from buyers who have been reported by other sellers for eBay buying policy violations (such as Feedback abuse, or email threats).

What the hell is this going to do for anyone?
* Sellers may only leave positive feedback for buyers (at the seller's option).

No, the rules are not the same to other countries in the EU. Each country can have their own rules they can apply *in their own country*.
For example, buyer in the UK buying from a Business registered seller, have legal rights under UK Distance Selling Regulations. These are the UK's own national "laws". They do not apply to, for example, a German buyer buying from a UK business ( whether the business is on eBay or not).
The key aspect of the UK distance selling regulations is that a buyer has a "cooling off"period, and they can change their mind and send the item back for refund ( note, the buyer may have to pay the return postage - read the contract before you buy! ). Using Germany as I did before, I am sure there are special German laws to cover buying goods online in Germany ( can someone from Germany confirm this? )).
There are however rights to all EU citizens. See here ( Europa website *is* the source of information. This is not made up bullshit you see on other sites.)

As you will see, these cover saftey of goods, guarantee of function. VAT rates etc..

You would think that, but this is eBay!
It is very important that if you get what you paid for on ebay, then you should only leave a positive feedback. Never leave a neutral, unless you are mad at the seller. Also you can leave a negative if there was a problem.
With the feedback stars it is also very important to leave full 5 star feedback for sellers if YOU GET WHAT YOU PAID FOR AND THE SELLER SHIPPED IN A GOOD TIME ( check the postage date on the parcel!) AND MADE A FAIR CHARGE FOR POSTAGE ( including packing materials). Leaving less than 5 stars in such a case will have a negative impact on the seller as eBay now give good sellers discounts on fees. Sellers with a below target star rating will loose money each month *and* they will have their products disadvantaged in the search results. This is real money here and not play time. eBay fees are HIGH, sellers need all the help they can get.
If you think a seller could have done better, contact them and tell them your problem before you leave less than 5 star feedback. You will find many sellers will be willing to listen *and learn* from feedback. Of course, there will always be the idiot sellers. |

Yes, we have our own "Distance Selling Regulations" in Germany. They are called "Fernabsatzgesetz".
For example - the buyers are allowed to return the purchased wares within two weeks (or 4 weeks in case of eBay purchases) if they change their mind about the purchased item. All merchandise (except foodstuffs and a few other types of goods) sold in Germany has at least a two-year warranty. If a purchased item breaks within that period of time it will be replaced. |

There's no reason to ever leave a seller negative feedback unless they skip town with your money and/or aren't responsive when there's a problem with the item. The seller should always be contacted FIRST and given an opportunity to remedy the situation. In the event that he does, a positive should be given. If a buyer needs to further rate the seller, that's what the stars are for... And if a buyer needs to berate the seller, that's what email is for.
Of course, the most insidious thing Ebay has done is increase the final value fees by nearly 200% in some cases.

These changes will help me currently:
I have only one negative on my account, a relatiatory feedback from a seller. He shipped an item missing a very important acessory (after he assured me it was there specifically when I asked before the purchase was made) and then left feedback claiming I was a scammer.
I also just bought a *new* phone battery, and it came very used and clearly so. I set up a Paypal SNAD claim, and that was a week ago... No response from the seller yet, after 3-4 emails. They have another 8 days or so. I'm GOING to leave them a negative, and I know they will leave me one too, for no good reason! |

One way to avoid retaliatory bad feedback - wait until after May 19th to leave bad feedback if the seller hasn't admitted to being at fault before then  _________________ My graphics card database can be found at http://www.gpuzoo.com.
