And if so, are you having issues printing first-class mail international postage? For some reason that option isn't showing up anymore when I go to print a postage label.

Matter of fact, PayPal is doing the same thing - it only gives me the option to print express mail int'l or priority mail int'l (but no flat-rate envelopes or flat-rate boxes).
