Tandem (now part of HP) made fault tolerant CPU's from the 70's to the 90's.

They developed the original iPhone with nationalsemi in 1996.

Their CPU's were called 'NonStop' and various versions were made.

judging from thje date of that chip I would guess its a NonStop CLX/R CPU, which is a MIPS R3000 (# of pins matches as well)
