According to here: http://www.cpu-world.com/sspec/SY/SY028.html
this is a mobile CPU which was also offered as an embedded microprocessor.
Is it possible to distinguish between the mobile and embedded version by markings?
I have found two different markings: |

Maybe iPP is embedded, and IMPP is mobile? Just a hunch. |

are embedded identical to desktop versions? if true, they should have higher voltages than mobile versions _________________ Power without the price. |

Embedded processors have much longer support life, otherwise they are identical to desktop and mobile processors. In this case Intel took mobile SY028 and made it embedded (extended its support to 5 or more years). So, I think embedded SY028 should also be a low-voltage CPU.
