Both my eBay accounts were suspended by eBay because because "Our records indicate that your account is associated with the following suspended account: dogandcat23@yahoo.com." I don't really know what's going on. I have never heard of this email address, and BOOM! I got suspended. Damn, I don't even know what to do.

Interesting, how exactly eBay "associated" your accounts with that user? It'd be nice to know that as this may help you to better defend yourself. In any case e-mail and/or phone eBay back and pressure them to continue investigation.

I recently ran into some unrelated troubles with eBay through some fault of my own, but I contacted an eBay representative through their Live Help system and within half an hour my problems were completely fixed. You should try this, as it worked well in my case.

I think (but I'm not sure) that a "Live Help" button on any eBay page will do. There is one on eBay's homepage; it is directly underneath the "What are you looking for?" search field at the top right-hand corner of http://www.ebay.com/ .

Other than that, the way to deal with this issue is by explained in this eBay page: http://pages.ebay.com/help/account/RegisterVerifyPSU.html . Says eBay:

If you would like to appeal your suspension, please include any relevant information and reply directly to your suspension notice or contact us.
The "contact us" is a link, but in the form of a JavaScript redirect, so it wouldn't do any good putting that link here.

I believe that Live Help might better address your situation, because the only relevant information you could provide is that:

I did contact PayPal on the phone one time and didn't spend a lot of time on hold. I never tried to contact eBay. I agree with Brian - "Live Help" may be the best and fastest method to resolve this problem. Nikko, if "Live help" doesn't work then try to call them. I have their phone numbers if you need them, or just search in Google for "eBay phone number".

Of course not true. I don't know what's happening. I just sent them a copy of my driver's licence. I am the only one who has access to my eBay accounts.

It seems to me eBay somehow matched your information with information of that suspended user. It'd be interesting to know what exactly they matched - address, e-mail, phone, IP? Anyway, as you have more information now than before, you can write better response this time.

To confirm that nobody really used your account check what you bought, sold and bid on in the past month or two. If everything looks ok write to eBay that you verified all of your past transactions for X number of days and you can confirm that all transactions/bids were yours and not somebody elses. If eBay has a concern about any transaction ask them to send you auction number, and you will provide e-mails, shipping receipts, and any other information you have related to this transaction.

I will split this one into two parts - if they matched your pesonal information (phone, address, credit card) or network information (IP address, e-mail).

Personal information:

Ask eBay if another seller used your personal information (address, phone, credit card information) to open eBay account, and if he did then this is identity fraud, and eBay should contact the police. Again, tell eBay that you're ready to provide any information to confirm your identity.

Network information:
-----------------------
Do you have dialup account? Do you go through ISP proxy when you connect to eBay? If you do tell that to eBay. In the first case your IP addess is dynamic, and it may match bad guy's IP address if this bad guy uses the same ISP. In the second case your IPP will always match bad guy's IP.

Well, that's all of the ideas I had. Let us know how it goes.

I check my eBay accounts almost everyday. Anyway, My guess is that either my roommate (who already moved out) or one of the old tenant of my apartment got suspended, and therefore, eBay linked me based on the address.

It's possible that only their fraud department is not in CA.
