About the SHIVA chip... I asked the IBM's chief engineer for the Microsoft CPU Project some month ago, Jeffrey Brown. Here is his reply:

Yes, I recognize the "Shiva" component you are asking about. It is a prototype CPU used for very early software and system hardware debug. Essentially a smart move on Microsoft's part allowing parallel development of the system hardware, software, and custom CPU to minimize the time to market. No documentation is available.
