Problem with my cpu?

I have a pentium 4 3,6 ghz cpu. When i monitor with everest it seems only to to go with 2,8 ghz speed, but whe i start to stress it it goes up to 3.6 ghz. Is this a normal behavior for cpu?

if this is pentium 4-M, yes. If it is not, no.

I believe the more recent P4s have speedstep, which increases the multiplier when actiave, and decreases it when inactive to reduce idle power use.

mm right... almost all P4 6xx have intel speedstep.
So if your cpu is P4 660, 661 or 662, yes it is normal as well...
