i actually work for ebay (more or less, paypal specifically) and you wouldn't believe the volume of email and phone calls we get. for paypal, theres usually around 60,000 emails waiting in queue, and 100+ phone calls during the day. i think for ebay theres well over 150k emails, since ebay has no phone number
it generally takes 2-3 days for an email to get to the front of the queue, they still investigate everything when it does
theres tons and tons of auctions on ebay, you cant expect them to review every one, or respond to every email instantly.. it'll take a bit of time |

you have to think about it, if everyone could bitch about whatever negative feedback they got, saying 'its not fair, i gave him negative feedback because he screwed up, and he gave me negative feedback in retaliation' then EVERYONE would complain ANY TIME they got negative feedback, and suddenly youd be waiting a week for a response to your email
it sucks, yes, but feedback isnt EVERYTHING. ive got 29 feedback, 100%, and im proud of that, but if it dropped to 99.5% because one guy wanted to retaliate, then oh well.
you can also comment on feedback, so you could leave a comment in yours saying that its retaliation because they screwed up |
