I think that is quite clear: Siemens came from western Germany (FRG) while MME/FWE came from eastern Germany (GDR). So, why would give Intel a license for producing a processor to an "enemy" (so called "communist state")? And there was also the COMECON embargo.

It's a Robotron office computer made around 1983/84. It is a Robotron A5120, one of the most common office computers in the GDR.

"KME" stands for: VEB Kombinat Mikroelektronik Erfurt, the "head" of the combine. "FWE"/"MME" was a kind of subsidiary.
"FWE" stands for: VEB Funkwerk Erfurt, the former name of MME (until 1983)
"MME" stands for: VEB Mikroelektronik "Karl Marx" Erfurt
