Some questions:

Please tell me the parts missing here.
Please make sure that there are examples which do exits not only on paper.

Why has Intel put often a spec on the chips and often not?

Normally a spec is refering to one package type, here you see that several package types have the same spec. Do you know when this is changed?

seems you collect only Intel 80286 ?

By sSpec i presume you are talking about the core stepping code eg S40194

where all these parts have the same stepping
S40194 8 CLCC I4490022 C80286-8
S40194 8 PGA L6280164 A80286-8
S40194 searching 8 CLCC R80286-8

This stepping only refers to the core, rather than what package it is in

Where sSpec (eg SX104) is different for the same core in a different package.

Not sure when sSpecs came into use.. someone else may have a better idea.. but the earliest on your list is 1988 week 4.
My earliest with a sSpec is 1998 Week 3, but I have intel chips as new as 1991 without an sSpec.

Now it's time to make a unambiguious defination for sspec? Is it OK to call a string sspec whenever it begin with S?

I assume then sspec starts end of 1987 or beginning 1988.

Core stepping code is unique on speed?

There is one exception of one sspec = unique package type : SX241.

So this is the answer to my third question.
