however due to no database ,it is very primitive

as for a simple forum
i use punbb ( forum ) +sqlite ( database ). both are very light
the setup process only take a few minutes
i put them on a 4G flash disk hooked to my wireless router then connect to internet via 8M/512K ADSL
the speed is ok for me

too bad my site has been closed by authority for months.
think i should find a good isp to provide me good and continous hosting service in the near future.

I just moved my site to a new server .
Now there is something wrong with it.
I get this :

it's a file system permission problem

do you have shell access to that server (f.e. via ssh)?

do you upload the content via internet browser or ftp?

If yes, you can't fix this problem without shell access. you have to contact the support of your provider.
