Sorry for the high cost for shipping - that's USPS Priority Air pricing and the only way I can guarantee shipment w/ tracking via US post. I nearly didn't offer it for sale overseas because I imagined people would be making comments like I'm seeing here.

Why not let the buyer choose if he wants it cheap or reliable?

If buyer choses cheap (instead of guaranteed) and send it by ordinary letter, your responsibility ends when you drop it in the mailbox. If lost, tough luck for the buyer.

And even if the seller can prove the shippment, a dishonest buyer will initiate a CC chargeback our claim that his PP account was hacked and get the money back. Sad
It doesn't really matter if the seller obeys the rules or not. You can loose your money in either case!

It's PayPal! Evil or Very Mad

This won't help much. According to PayPal's rules the seller must ship the item to buyer's address provided by PP!
Otherwise the buyer could claim that he never received the purchased item and get the money back.

It's PayPal! Twisted Evil

put the blame on where it is due, its not Paypal, Paypal is only reacting to fraudulent/dishonest buyers.

Without people trying to rip sellers off, such a policy would not be needed.

That's why I'm blaming PayPal! They do absolutely nothing to protect sellers or buyers.
They are only good at fee collecting.

According to PP Germany "general business terms" sellers bear the risk of a CC chargeback, but are not even informed if a credit card was used to make a PP payment. In case of a chargeback PP doesn't provide any information from the CC clearing agency. The seller has to accept the chargeback (at least in Germany we have such an idiotic situation)!

The same is for the so called PP "buyer protection". You can get your money back only if the seller has some on his PP account, regardless of PayPal advertisement promises. It's a very common fraud type on eBay Europe - a scammer uses an invented name and withdraws all the money from the account before the byuers start complaining.

As PayPal doesn't validate the user data - you can register your PP account with "Mickey Mouse" as your name if you wished to. Smile

Any mail order business has exactly the same problem with credit card chargebacks. The banks take no risk but are happy to take 1-3% of your sales. If someone provides a stolen card number and fake address you have no way of checking it, and if it hasn't been reported stolen yet, then the merchant loses the products and has to refund the money to the cardholder. And it is up to the merchant to prove the customer purchased the goods.

So no justice anywhere....and no incentive for the finance companies to improve the system
