That is a Hitatchi logo on the bottom chip. I do not think that is an Intel 4004. Hitachi part numbers start with HD, so the part number would be HD35404, but I can not find any data. I also would not expect to find a 4004 on the edge of a board like that.

Edit: I see the P4201A is a clock generator. Its datasheet states " Complete Clock requirements for MCS-40 systems" So maybe I am wrong. If you post a pictue of the back of the board it may be possible to trace the tracks between the chips and determine if it is possibly a 4004.

http://download.intel.com/museum/archives/pdf/4004_datasheet.pdf

Just notice on the Intel datasheet Vss is marked as most positive voltage. I have always known Vss to be ground.

This would be a nice find!
Can you show us the rest of the board and maybe tell us something where it comes from?

Yes, it would be good to see the back of the board showing the traces for further investigation. Also maybe a picture of the rest of the board/machine?

therefor it would be nice to see the rest of the board.
maybe there's a boring microcontroller that shows it can't be a 4004 cpu.
